When our President “creeped out” Chancellor Merkel the other day I restrained myself.
At least until I was able to find the United Nations Guidelines on sexual harrassment available at www.un.org.

Yep, there it is at the middle of page 2′s definition of harrassing conduct: “neck massage”.
Its Merkel, not Werkel… and yeah, what a wierd guy.
